He’ll be at the very left of the map in Little China out by the water.
He’s not too much of a fight to handle and all he really does is walk back and forth and shoot at you, though at some point he does run back and jump onto a higher platform to try to gun you down that way. I think after a certain point in his health he’ll jump back down to shoot you at ground level again.
There’s a large structure for cover you can peek out from behind, so it’s not like he’ll dish out a ton of damage if you’re choosing to shoot from afar while he’s on high.
Once you take him down, read the loot that he has on him and send it to Regina via text.
