Find and acquire the tax records
When you speak with the guy who gives you the quest, there’s going to be a dialogue option to choose from. Know that choices don’t matter, and he’ll give you the quest whichever one you choose. You’ll only have different dialogue.
Take note there is a Treasure right nearby him if you want it, but whether it’s daytime or night, you’re going to get caught stealing.
As far as getting into the building, I typically head in by treading through the water on the left side where one of the quest items is located near the dock, where not too many enemies loiter, or those that do I can take them out.
Next up I climb the warehouse and dispatch the three men inside and take what I need and burn what I don’t.
At which point the last quest item is down below on a shelf.
Once you collect all the tax records, it’s a matter of looting any of the other Treasures you haven’t, and killing all the enemies you don’t want to leave alive before heading back to the questgiver.
Again, choices don’t matter.
