Talk with Lee
You’ll acquire this quest once you’ve dug up a Data Disc in the Abandoned Ruins.
They can be found in the red boxes that you can dig up, or you can just acquire them on your own as you continue digging through the ruins.
Once you get one, you’ll need to find Lee. In the mornings he’s typically at the front entrance with a stand, preaching and selling seeds for trees and such. If he’s not there, he’ll be in the church. Otherwise, you’ll have to check out the map and find him that way.
Once you speak with him, he’ll tell you to exchange the discs for seeds.
