Jorgensen is part of an alliance quest chain in Redridge Mountains per Classic World of Warcraft.
Jorgensen How-To
I don’t know where Krakauer or Danforth are, but Jorgensen was being held at Render’s Camp, northwest of here. I was in the same crap filled cage with him before they relocated me to Alther’s Mill.
If we’re gonna get him out we’ll need the key. A stone cold witch from hell known as Utroka the Keymistress holds on tight to that thing. We’ll have to kill her if we’re going to get Jorgensen’s cage key. She’s up north in the valley leading to the Burning Steppes.
Let’s go, kid.

This quest comes after completing Breaking Out Is Hard To Do.
Travel to the northern-most part of Redridge Mountains and you’ll find Utroka the Keymistress on top of one of the hills at 43,10 with a little hellish companion. Careful not to go too far up, as you’ll end up in Burning Steppes and possibly die due to being too low level.
Kill her and loot the key, then make your way to the left side, within Render’s Camp. At 33,11, open the cage to free Jorgensen.
