You’re going to want to check out your map and scope out where Cleo is, because she tends to wander around.
Once you confront her, she won’t give you the key to the mines that you so desperately need, because she doesn’t think you’re up to the challenge of meeting the dangers that the mine brings. But that’s another quest for the taking.
