The Deviate Fish can only be fished up in the region of Northern Barrens.
More specifically, the schools you can fish them out of are located in either The Forgotten Pools, Lushwater Oasis, or The Stagnant Oasis. The pools offer the most fish. But, you can fish in the lakes themselves for the fish in question, just expect some junk and other kinds of fish.
It’s something to think about if you’re not all in for just the Deviates.

No map here, because I don’t use the full zone. Instead, I fished in the pools of Lushwater Oasis, as they had a pretty good respawn time. If they aren’t respawning good enough, try going back and forth between this oasis and the Stagnant one.
Initially, someone else fished in the same area of me, but I don’t know if they moved on or kept fishing in other pools while I timed myself.
