You don’t need to speak with the woman sitting by the water, but if you want to know what’s going on, then she’ll tell you about her missing comb. Plus, there’s a note that you can read on the bench telling you basically where to find it.
In the water, there’s a single rock surface you can stand on. Use Odin’s sight and directly below into the water is a fissure you can dive into. The comb will be there, toward the bottom.
Return to the woman and speak with her.
You’ll walk with her a small ways to a campfire and can enjoy her company or be on your way.
