Bandits! Description
This appears to be a bounty ledger. You cannot understand the blood elf language but you note that there is a picture depicting a dead draenei, a smiling blood elf standing over the corpse, and a symbol of what you think is some sort of blood elf currency.
They’ve put a hit out on draenei! You must inform the exarch.
Quest objective:
Take the Blood Elf Communication to Exarch Menelaous at Azure Watch.

- Ends: Exarch Menelaous (47,50)
The bandits are scattered all throughout Azuremyst Isle–I just happened to come across one while busying myself with freeing captives for the quest Prophecy of Akida. Now, when I say scattered, they are in specific areas, and I think for the most part you can travel the roads and possibly run into one.
If you’re having trouble, go to the WoWHead page linked for the quest item and a user has given coordinates to all locations.
When you do kill a bandit, they’ll drop a quest item that you’ll need to turn in.
