Penelope’s Shroud is part of the main mission of A Debt to Pay in Assassin’s Creed Odyssey within Kephallonia Island.

Find and acquire Penelope’s Shroud
Despite the fact that you’re capable of swimming the distance, it’s best to hop in the boat that’s sitting by the shore for you to take to the northeastern island toward Odysseus’s Palace. On the way to the island, there’s a Treasure you can dive in the water for within Ktesipos’s Shipwreck.
Don’t worry if you crash your boat against the shore. There’s another one nearby (I’m sure for that reason).
Just so you know, you might have to deal with A Fight With Talos here.
The Shroud in question will be in the left building area, held by the captain himself. If you plan on taking everyone out, there are 10+ enemies, but who’s counting when you’re a misthios, right?
(I’m pretty proud to say I assassinated four people in one bush without anyone noticing.)
Once you’ve taken out the captain, you acquire Penelope’s Shroud.
Return to Elpenor
You can find him in the west side of Sami.
You’ll enter a conversation with him as soon as you’re close enough, and he’ll give you the shroud to keep. Mainly because he wants something more, and while choices don’t matter in either portion that you’re given, do note that the balance icon means you’re telling a lie, as far as the “I have a ship” goes.
No negative side effects either way, but…you need a ship.
