Find the cyperpsycho
You’ll find them in a dead-end area of Northside.
As you move forward, you’re going to notice a lot of bodies littering the ground, and you’ll find an even bigger pile where the cyberpsycho named Ellis Carter. You can find him if you keep walking over to the right side. Also note that you won’t be able to sneak up on him–even though his back is turned, he’ll notice you approaching.
There are a ton of explosives in the area that you can take note of, but he’s got speed on his side, so you’ll need to maneuver him close for an explosive hit. When he does run at you, he teleports left to right until he’s near enough to attack you.
He doesn’t have a ton of health but he’s got a good bit if you’re going for him at a lower level. I was level 9 when I fought him and used a machine gun. It took a bit of back and forth running, but he’s pretty easily defeated.
